RHP Experts to Explore Exposure, Hazard and Global Regulation of Mineral Active Ingredients at the 2026 PCPC Symposium

Conference Preview | September 16–17, 2026 | Arlington, Virginia

Jacob Persky and Melanie C. Buser of RHP Risk Management speaking at PCPC’s 2026 Science Symposium & Expo, September 16-17, Arlington, VA

RHP Risk Management experts Jacob Persky, MPH, CIH and Melanie C. Buser, PhD, DABT, MPH will join a panel examining the evaluation of mineral active ingredients in personal care products at the Personal Care Products Council’s 2026 Science Symposium & Expo on September 17 at the Renaissance Arlington Capital View Hotel in Arlington, VA.

The two-day conference will bring together scientists, regulators, and personal care industry professionals for discussions addressing product safety, quality, microbiology, and environmental science.

Panel Presentation at a Glance

Title: Mineral Active Ingredients in Personal Care: Reconciling Exposure, Hazard, and Regulatory Approaches Across Jurisdictions

Date and time: Thursday, September 17, 2026, 1:45–2:30 p.m.

Panelists:

The panel will consider how scientific evidence, real-world exposure and regulatory frameworks come together in evaluations of mineral active ingredients such as titanium dioxide. The discussion will offer perspectives on balancing hazard information, exposure context and differing regulatory approaches when assessing product safety and compliance across markets.

Additional information is available in the PCPC symposium agenda.

Integrating Exposure, Hazard and Risk

The panel’s overarching theme reflects an important principle in product safety: identifying a potential hazard is only one part of understanding risk. Meaningful evaluations must also consider how an ingredient is incorporated into a finished product, the ways consumers may encounter it, the magnitude and duration of potential exposure, and the relevance of the available toxicological and epidemiological evidence.

RHP’s Human Health Risk Sciences practice brings these lines of evidence together. Our multidisciplinary teams integrate exposure science, toxicology, epidemiology, and risk assessment to evaluate potential human health risks and translate complex scientific findings into clear, defensible conclusions.

RHP scientists apply established methods including exposure modeling, laboratory testing, dose-response analysis, systematic review, hazard characterization, benchmark dose modeling, and physiologically based pharmacokinetic modeling. This integrated approach helps organizations distinguish between the presence of a substance, the potential for exposure and the conditions under which a hazard may become a meaningful risk.

Supporting Science-Based Product Decisions

Personal care companies operate in a complex environment shaped by changing scientific evidence, evolving consumer expectations, and differing regulatory requirements across jurisdictions. Decisions concerning ingredient selection, formulation, labeling, and market access often require companies to reconcile these considerations while continuing to support product performance and innovation.

Through its chemical-driven exposure sciences and toxicology services, RHP helps clients evaluate new, modified, and existing products using exposure data and toxicological evidence. Our scientists can support the assessment of product chemistries, exposure pathways, dose relevance, alternative ingredients, and potential risk-management measures.

RHP’s exposure scientists also develop testing and modeling strategies designed to reflect realistic product-use conditions using our in-house Exposure Sciences Laboratory. These studies can help characterize the differences between an ingredient’s inherent properties and the exposure potential associated with the formulated product – a distinction that can be critical to a scientifically sound safety assessment.

Product Stewardship Across the Lifecycle

Scientific assessment is most valuable when it informs practical decisions. RHP’s Human Health Risk Sciences product stewardship services help organizations apply exposure, toxicology, and regulatory insights throughout the product lifecycle, from development and formulation through consumer use and end-of-life considerations.

RHP supports clients with product safety evaluations, exposure studies, regulatory strategy, formulation reviews, safer-alternative assessments, and risk communication. By connecting defensible science with business and regulatory objectives, we help organizations make informed decisions, prepare products for the marketplace and respond to emerging chemical concerns.
